Every criminal offence made by UK secondary legislation.
A census of 23,878 criminal offences created by statutory instrument, read from the text of 156,107 instruments as made: what each one prohibits, what the prosecution must prove, the maximum penalty, whether it is still in force, and whether a saving keeps a revoked offence prosecutable. 74% are strict liability, and there is no official list.
